Alejandro works at the intersection of public policy, innovation, and international development, with a focus on strengthening stakeholder engagement, regulatory and institutional frameworks that enable inclusive finance, responsible innovation, and the effective deployment of digital public infrastructure.

He has extensive experience supporting governments in regulatory reform, digital transformation, and investment climate improvement across Latin America and Mexico.

Previously, Alejandro served as a Regulatory Policy, Better Regulation, and Digital Transformation Consultant at the OECD Centre in Mexico for Latin America and the Caribbean, where he contributed to the design and implementation of One-Stop Shops for investment, digital government tools, and evidence-based policy instruments.

Alejandro holds a Master’s degree in International Development from Sciences Po (Paris) and a Bachelor’s degree in International Relations from Universidad Iberoamericana.

He has managed donor-funded programmes for institutions and subnational governments, and contributed to the OECD policy work on regulatory reform and digital transformation.
