Fii works across four interconnected levers to mobilise capital, unlock markets, and accelerate climate and development outcome:

Network effects: building connective infrastructure including knowledge exchange, partnerships, and convening capacity that allows solutions to scale and capital to flow between diverse markets, accelerating positive change

Enabling environment: bringing a real economy and community lens to the policy frameworks, taxonomies, regulatory conditions, and financial infrastructure that determine whether climate solutions can take root and scale.

Market intervention: working with on-the-ground stakeholders to accelerate businesses and projects, support technology adoption, and open pathways that bring investment-ready opportunities to market.

Investor solutions: working directly with investors and advisors to reduce barriers to capital deployment through the designing and delivery of strategic initiatives, and improving the effectiveness of catalytic capital deployment.

Climate, Adaptation, Resilience & Transition Finance

Despite over a trillion dollars a year flowing into climate finance globally, emissions continue to rise and climate vulnerability is deepening. Up to 3.6 billion people now live in regions classified as highly vulnerable to climate change. The capital and solutions to address these problems exist, what is missing are the structures, systems, and enabling conditions that enable them to reach the right places, at the right time, in the right form.

Partnering with the Cambridge Centre for Alternative Finance (CCAF), Cambridge Judge Business School, Fii’s climate focus is on investigating the enabling environment levers and capital structures which can accelerate adaptation, transition, and resilience at scale. Through our global network and on-the-ground programme delivery, including the Commonwealth Investment Network (CIN), which we lead on behalf of the UK FCDO, we bring together research, relationships, and implementation capability to address climate challenges at a system level. Our work includes capital mobilisation, policy and regulatory reform, financial infrastructure, and technology, alongside assessing existing investment and scale-up approaches, taxonomies, outcomes, and market gaps.

Programme Spotlight - Commonwealth Investment Network

The Commonwealth Investment Network (CIN) was launched at the Commonwealth Heads of Government Meeting in October 2024 to foster collaboration among local, regional and international partners to identify and support investment opportunities in climate-vulnerable countries including Small Island Developing States (SIDS) in the Commonwealth. It serves as a key mechanism to drive the delivery of the Commonwealth Plan of Action on Investment and the Commonwealth Secretariat Strategic Plan 2025 - 2030, the ultimate goal of which is to boost trade and investment and build economic resilience across the Commonwealth. 

Initially focused on supporting the development of a pipeline of climate-positive businesses and projects in Commonwealth Caribbean and Pacific SIDS, the CIN’s pilot phase, delivered by the Cambridge Centre for Alternative Finance with support from Financial Innovation for Impact, successfully engaged international funders, facilitated knowledge exchange, built IPA capacity and provided tailored technical assistance. 

Early wins have included the development of bankable projects with mobilisation of capital for 30% of cohort businesses within 3 months, and 100% of our inaugural cohort rating the programme excellent, stating they would recommend to a peer, and being confirmed by investors to have increased their bankability.

The CIN operates as shared Commonwealth investment infrastructure, addressing systemic barriers that limit capital deployment. Its core objective is to build the conditions, capabilities and pipelines required for sustained investment flows, with value created and retained within local economies and institutions.
