Sarah is a Senior Research Associate within Fii’s Research & Policy Directorate, focusing on Digital Public Infrastructure. She leads the design and delivery of empirical research on digital identity governance, regulatory architecture, and e-KYC. Sarah also contributes to broader DPI research when required, supporting projects on data sharing, payment systems, cross-regulatory coordination and open banking.

Sarah is a lawyer by training and prior to joining Fii, she worked across a range of roles in the finance sector, including as a banker, lecturer, consultant and researcher.

Sarah’s expertise spanning financial regulation, policy advocacy and research, offers a unique opportunity to influence the regulatory and policy landscape of fintech/DFS, and shape the advancement of greater financial inclusion and innovation. Sarah holds a PhD in Law from the University of Warwick, an LL.M in Law from University College London, and an LL.B in Law from the University of Nairobi.
